City of Westminster Public Works & Utilities

WESTMINSTER WATER. WORTH EVERY DROP.

Our work on behalf of the City of Westminster was driven by the need to connect water customers to their water services. We conducted a citywide research effort to learn more about resident perceptions and knowledge about their water utility. We learned that water customers place a high value on water, but did not have a clear understanding of the importance of the infrastructure and services that brings water directly to their home.

We developed the city’s Worth Every Drop campaign to show how personal water can be and how committed they are to ensuring that all customers have clean, safe water at their fingertips for whatever, and whenever they need it. We leveraged a small budget using digital and in-kind media to help engage customers in learning more about their water service.

DROUGHT COMMUNICATIONS FRAMEWORK & MEDIA RELATIONS PLAN

Drought is a reality for all water utilities in the state of Colorado. The City of Westminster established a Drought Management Plan to protect the water supply for all their customers, but needed help communicating complex information to their constituents in the event that a drought occurs. Our work with the Drought Management team resulted in a comprehensive Communications Framework, including a message platform, that identifies prescriptive outreach tactics for each stage of drought. Alongside the detailed Media Relations Plan, the Communication Framework outlines critical action steps for staff to reach water customers with specific calls-to-action whenever the drought status changes.

We also developed a carefully crafted message for internal audiences about the city's long-term water treatment facility development project. Understanding the sensitivity of building a new facility in an existing community, we worked with the city's team to initiate communication with key constituents.
